Can anyone tell me if the following is true.

Under the Brisbane City Council By-laws if under normal circumstances a block of land cannot be subdivided (because it is too small) you may still be able to subdivide if you apply for Building Approval first.

Then once the property is at lockup stage the Council has to give you approval to subdivide.
