Financing a Block of apartments on end Value

Can anyone tell me which institutions will do 70% or above LVR on a commercial style loan based on an END VALUATION (Bank).

NB. Not wanting to do residential mortgages due to the fact that apartments are already pre-sold, and early payout fees are prohibitive.

have you tried GIO....suncorp.....have used StGeorge, not sure they still do it.
try a search on the internet....development or construction finance

Am about to start looking for myself, would be interested in how you go.
