(1) The RBA can comment on overseas funding costs, yes. However, I'm not sure if they know the funding mix of each bank and/or calculated the weighted cost of such. It's the mix of funding that influences the actual cost - which will be different for all banks.

Did you say your existing loan is P&I? If you redraw you'll have to make P&I repayments on investment debt. I wouldn't suggest that. You'll have to close this loan and establish an interest only one with Reis or another lender.

I tried to do this about 5 years ago with investors that paid interest in advance. Much smaller numbers but most lenders wouldn't negotiate on bulk discounts. NAB was the only one at the time but couldn't hold the fixed rate and it moved.
