One of the symptoms of concrete cancer is the spalling of concrete away from reo rods (in this case the end of the rods). This is due to the rods being to close to the surface which in this case is only 10mm cover compared to the per scribed 50mm cover. Ones this sort of exposure has occurred then further water/air penetration will exacerbate the situation and further corrosion will occur along the reo rods.
