While I prefer installing aircell when doing roofs (not itchy), it doesn't have the soundproofing qualities the anticon blanket has in fact it has a few draw backs. I would consider using bulk if you want to cut down on sound.

The majority of the time it is possible to fix these leaks for $110 and last from 6months to 6 years. Finding guys that specialize in just fixing leaks is the hard bit. Most roofers don't have the experience and know how; plumbers and builders have a habit of making a mess.

Have you thought of putting battens over the top of the asbestos and then new roof sheeting? There would be some modifications needed to fascia lines but nothing drastic. Obviously you would have to check with local depts

Because you are using up a plumbers time digging a hole when he could be making more doing something else. He is not dropping his price because you are to lazy to get someone else to dig the hole.
