I had a leaking shower and the carpets were wet and skirting boards rotting in an IP.
I got mega seal http://www.megaseal.com.au/images/brochure.pdf to completely remove all the tiles from the shower and seal the walls and floor and then put the tiles back.
Cost me...

You are not getting money for nothing there is a cost but you may be being sold a lower overall interest rate through a refinance. You need to check if that is the case.
You refinance then you release 85k out of a loan you are ahead of in repayments.

You can only have one property at a time deemed as your PPOR.

I had a similar response to a fencing request but after about 12 months the neighbour agreed to a new fence.
I think sometimes the shock of the expense for a new fence gets the response and if you can give them 12 months notice they might be more responsive to a fencing...
