Yes, but these were all built quite a long time ago and you will notice that there is not much in the way of the cafe culture near these eyesores that you see in other parts of these blue chip suburbs. People avoid the areas like the plague, so the CBD of Frankston is not a good place to put one.

You've misread the article. It says that we need the housing but just not in one of the main CBD streets of Frankston. They are talking about 80 of a proposed 400 being put in the CBD.
