ask your self would a builder pay $$ for this service ie what all your expenses are .. i would say that in you city most builders are flat out just doing their own thing.. why dont you do the whole project as even builders have to get loans to do this sort of thing.

20 weeks is low as said before some councils can take 10 week just to approve the plans then add 20 weeks construction time
