Try and find a local honey supplier, make sure his/her honey is sourced locally and get that into you, works a treat to desensitise you to the local pollens ect, it works for me but it doesn't help with strong westerly winds though.
Wash the walls down with a light solution of detergent and water, don't worry about the ceilings except maybe the kitchen.
If you use gloss acrylic on the doors and windows you'll find the paint will scratch off easy and you may have problems with the windows/doors sticking during summer...
A damp course would/should already be installed, this is done when the brickies build the wall, it may not visible like the one in the photo as some brickies recess it back a little further so it is not visible.

I would not stress over it, the slab has only sunk 2 inches max as indicated by the "H" pattern,the PVC pipe is just a bodgy install job by the plumber who could not be bothered to cut it down to the correct height and is not an indication of how much the slab has sunk.

Tap the stained area with something solid and see it sounds the same as the unaffected area, could just be a stain from chemicals being in the laundry.
