How can land values in a particular street in a suburb decrease by more than 10%, while the next street increases by 6%?

I just needed some advice on redrawing funds for IP deposit. My loan situation is as follows:
PPOR - (P&I)
- Loan amount - $140k
- Loan balance - $110k
- redraw available -$13k
I have another two accounts set up for future IPs deposits and related costs with the same...
The broker said if I want I can start with 3 years IO and then later extend it. I think I will go for 5 years IO.
Apart from the IO loan term do you see any other issues. Thanks.
Thanks for your reply. This loan structure was suggested to me by a mortgage broker.
I am planning to keep my ppor as permanent residence.
I guess since I am planning to pay off my ppor in 3 years time thats why the broker suggested 3 year IO. But I will check with him.

Proposed Move:
Looking at buying a new investment property for approx $400k.
