I got a tape converted about a year ago in Adelaide for $30. I'd be suprised if you couldn't find a place in Perth for a lot less than you have been quoted.
With taxi's only use vinasun or MaiLinh cos the other companies may rip u off, avoid the guys that wait outside shopping centres etc.

If you have already got a tenant in place, why not try managing it yourself and see how you go? If you don't like it you can always look for a PM then.

West lakes was built on reclaimed wetlands over 40 years ago and the houses seem fine, so hopefully with todays technology they should have done it right.

Its not always the screws, it may be the towel rail itself. I had a problem with the towel rail in an IP where the issue was how the rail connected to the brackets in the wall. The brackets were screwed solid into the wall, but the rail was fixed to these with a dodgy pointy allen key screw...
if you quote someone, make sure you quote them accurately.
