Horses for courses. As most things, it's personal preference. I see the appeal in both and would definitely consider a cupboard laundry if space didn't allow a full laundry. In saying that if space permitted, I would go a full laundry every time. Yard entry to the laundry, dirty clothes...

If your tenant agreement specifically states no water charges, then you don't have to pay it. If it doesn't mention anything at all, then the legislation will come into play.

Tip: Do not buy the Nippon paint GraysOnline sell. Even at $9/4L, the paint isn't worthy of undercoating with. I've used Taubmans Tradex range as the undercoat for walls and ceilings as they were the cheapest available. Then whatever brand for 2nd and 3rd coat. Doors are most likely oil...

Where/how is it leaking?

If the gaps are under 10mm, then I generally wouldn't worry about it as glue and tiles will more than likely cover it. If it's more than 10mm then I'd get them back.
