Check the strata and probably high management costs. Also the banks might not want to play ball if the size is less then 50sqm and/or it being under such a lease.

Sanding, lots of sanding. I would give it a once over with a rough sander. Then a layer of top coat, and then sand it again with fine sandpaper. Also remove the dividers and see what’s underneath.
