I agree that the reef is in stages of decline. The crown of thorns are still there, but more is done to prevent an outbreak similar to the 70s. Coral bleaching is also a problem. I've seen some of the damage after cyclones at places where I've dived. All the same, the coral spawning happens...

Regarding the 'M' suburbs in Cairns I can't say that I'm a real fan of these suburbs, but I don't believe they are entirely bad news. I think there are others here who have more closely followed the capital growth patterns in Cairns, but I think the 'M' suburbs have in recent times shown better...
