If the garage does not require retrospective planning approval it will need a Building Approval Certificate which will need to be certified by a private building surveyor.
The Swan scheme amendment to rezone has to be reviewed by Dept of Planning staff before the Minister of Planning signs off. Like all state govt departments they have been gutted of resources and staff hence the time taken for rezonings.

It was more than likely approved under the development standards for multiple dwellings which are permissible or at the very least discretional in areas coded r40. This is based on plot ratio and not minimum and average lot sizes.
