    I wouldn't have thought you would require insurance on the land in advance of the builder starting work, unless your lender requires this. Once under construction the builders insurance policy will cover the site until handover.

    University whilst working full time

    I have done 3 years of part time study while working fulltime and it is hard work. When I went back for masters, I left my job to do it as I had enough of the long hours. If you are single with no kids its manageable, but if you are after a degree, it will take some time and is a big commitment.

    I would suggest buying in off-market transactions where possible and getting your own DA approval so that you don't have competition. Look especially at areas which are planned for higher density rezoning but it hasn't gone through yet and approach owners directly.
