    The landlord may not even know you have issues. It took me 6 months to finally get the PM to contact the landlord about a number of issues that were minor but the owner deserved to know about (minor ceiling leaks, sticking doors, new paint job with significant defects).

    I'm concerned about the leap between And If you want to charge separate water and electricity it needs to be separately metered. And you will need approval for it. You cannot do it as complying development as CDCs cannot be issued retrospectively. It will have to be done through Council.
