    My council planner (Wollondilly Shire) told me today there would be no Sect 94 contribution to do this. Dev Applic fees would be very minor. Only major costs would be for survey. I'm pretty sure two grand would cover it.

    Maybe the garage can be slightly offset to the flat, so a side door in the garage can lead on to a back veranda of the flat. Since the garage is extra to the 60 sq m of the flat, you could both as a single unit (slight L shape) to accomodate the verandah.
