    No, and they wont process the HPAS application until after settlement. Takes anywhere from 2 weeks to 8 months to get the money deposited in your account.

    Central Banks print/electronically transfer money they create out of nothing and lend it to the government, and then charge interest. This is why there is always more debt than there is money.
