    It probably does need approval. Would you be happy with it there if it looked better? slap some render or paint on it maybe at the owners expense? An amicable solution with your neighbour will save a lot tension between you and them if council ask them to remove it.

    Use a wall paper steamer and scraper to remove, it's a low risk process. Unlikely to disturb asbestos fibres unless you go digging chunks out of the wall.

    Just be aware of how much notice you need to give the tenant to vacate once the lease goes to periodic, I believe in some states it is 90 days.
