    :) I highly doubt it. Actions in negligence against public authorities have some fairly high obstacles to overcome to succeed. In particular, you'd have to show that "no reasonable Council in the same position would have chosen not to provide such training". That's going to be nigh on impossible.

    No need; any accident on Council's property is Council's problem, not yours. So you're not covered, because you don't need cover.

    Governments make the laws, and they can make laws in their favour. In most jurisdictions, it is the law that you don't own the nature/Council strip, but have an obligation to maintain it. Yes, it sucks.
