This really is better answered by a property manager, but realistically, how did the glass break? If it fell out of the pane because the house is falling to pieces, it's on the landlord. If it broke because the tenant put a cricket ball through it, it's their fault.

I'd definitely be putting that one back on the tenants. Shower screen glass is made tough, the frame might fall appart from normal wear and tear, but not the glass.
