As a rule no, but there are always exceptions.
As suggested, off-the-plan has a 'shinny & new' factor to it which people tend to pay a premium for. This is also sold to people on the basis of massive stamp duty savings and high depreciation.
The problem is that a shinny & new doesn't stay...
