I agree with Tigger. Alternatively, if you search for the property on Land Vic you would be able to read the restrictions of the FZ zoning. Personally, it sounds like you wouldn't get a permit to build - FZ is notoriously difficult in that it is land put aside for (you guessed it!) farming...
