Test out turps, metho or petrol to dissolve the foam. You don't have a subfloor so absolutely no need for ventilation bricks.

Why were they filled? Drill it out to clear them. Only 110 mm. Water runs down the external skin of the bricks and may pond at the flashing which should direct the moisture to the weep holes. brick vents are for subfloor ventilation so will be ineffective.
