R3 or R4 zoning don't mean squat without reference to the DCP.
An r4 zoned 300sqm block in sydney city council will allow you to build 50 units whereas an r3 zoned 2000sqm block in kuringai may not allow you to build a dog kennel.
You need to look at a bunch of stuff which flying has noted.
