most likely it was done through CDC and that the existing block was sitting on 2 lots. Not sure how it happened but it is quiet common in the area. Very unlikely but it could also be Council discretion ( but 12.2 and 400m2 on r2 is insane) I had Holroyd council accept 14.63 width recently
