    I'm interested to know, in a general sense, the legal situation. I had thought that at settlement the place should be substantially in the same condition as it was at exchange. So in this case, if the drains were clear and the lawns mowed- or for instance if a hot water service was installed...

    People often feel washed out after an experience like that. At least you didn't have to take a bath on the transaction.
