    Perp, Here , you and I will differ again. As you pointed out, you state it is the Tenants Union of Victoria saying anything other than a deadbolt isn't secure. Doesn't matter what a Union says, the RTA says you only need it to be "secure". If it meant a deadbolt, it would state a deadbolt.
