but maybe your 2nd job's paint stuck on to your first job's paint, which then flaked....? unless you removed the paint from job 1 + original flaking paint entirely before commencing job 2.

Did you prep the ceiling before painting? sand + sugar soap so as to have a good surface for new paint to adhere to?
