Perhaps they got finance before end values dropped?

I think the insurance referred to above is 'Home Indemnity Insurance'. By law, the builder has to provide a warranty of the building for a certain number of years. Also, as a builder you would need 'Public Liability' insurance. There are probably others too that I don't know about.
