I don't think there's anything wrong with asking for the use of those areas. However, think first how you will discuss the 'illegal immigrant' bit. You don't want to sound as though you are blackmailing. Diplomacy will work. Make it sound like a 'you scratch my back, and I'll scratch yours'.
