    So the proposed rezoning has to be approved first by the local Council then it will be approved at the WAPC which can take 6-12mths after that. WAPC won't do rezonings by themselves, it always has to be initiated by the local Councils.

    You can't build on the setback area but you can include it in the exclusive area of the lot and be used for open space calculations. Yes a carport butted up against the house so 2 sides are walls is not included but I get conflicting advice on this.
