$250K Melbourne City ShoeBox Apartment vs Inner Suburb Apartment

Guys, finally decided to rule out all tiny apartments in the city and footscray bad areas. Would the east-west link be digging tunnel underneath the housing areas there? I think it will at least 200m away from the place right?

Now the question comes down to north vs east, and how important are car parks and internal laundry when comes to a property in terms of pricing & rental influence? Say for a $250K with car park, laundry facility and 30-45sqm living space that could rent out for $1200pcm. What would the price & rental be without the car park & have a communal laundry instead?
 
If you are planning to live there for up to 5 years, surely your main priority should be that it is somewhere you are happy to live? Other factors can influence your decision but if you end up being happy living there for 5 years, you probably will have bought fairly well.
