5* rating - plumbed tank or solar hot water

We're extending a Victorian single front. In order to get 5* energy rating (compulsory) we have to:
- either get a 2000l rainwater tank and plumb it to each of three bathrooms on two levels
- get a solar hot water system

Any thoughts on likely relative cost/value of these options?

I'm building in Vic at the moment and it is cheaper to get the solar hot water installed than the rainwater tank.

As a side thought, i also think it is a better option than taking up part of your yard and possible view with a tank. They aren't the most stylish landscaping option!
