A plumbing question

Hello
If there are any plumbers out there, am I allowed to use liquid nails to glue down a toilet pan to a tiled floor, or do I have to use mortar.
Is it also true that I have to make sure there is a small hole so that air can escape from the cavity so the bowl does not crack.

The mortar used under the pan of a toilet suite is used to level it as well as providing firm anchorage. With falls in the floor etc how would you level it and make it look good? The last bathroom I did I scutched out the slab underneath the pan so the mortar could get a good grab of it.
 
I did not think the level would be a problem ( I actually didn't think about it full stop) as it is such a slight slope, however better to be safe than sorry.
