There will now be alot of overquoting to justify the price range, then conditioning of the owners (like they will need it) to get the final amount.
 
Agents will likely find a work-aroundor loop hole in how the offer price guidance. Sounds a bit negative ofe but I do hope for the best (if this actually comes to pass, that is).
 
I think many agents are surprised themselves at how hot the market is and the offers that are coming in.

'Offers over' only work in the current market, and by the time the changes get through chances are that the market will have slowed.

Gone for the moment is an offer being accepted 10% under the advertised price.

I'll sell while I can, and go for whoever I believe will get the best price.

Yep! 'Offers over' only works in a hot market. Don't like it, don't buy while the markets hot!
