blacktown council subdivision

Some councils charge more for two properties under two titles than for the same block under one title. That has happened to me for a property in Canberra, and would have happened if I had proceeded to strata the flock of bats.
 
Just now looking to go ahead with a dual occ to strata division at the moment. Got all building and DA costs etc, but just heard through someone that Sutherland Council charge $12,000 per bedroom to change the title. The planner knocks off at 1pm so can`t contact them now.

Is this true? If so will add $48k to my total build cost of $185k.

I`m talking the surveyor's cost, DA fees with Council, lodgement fees with the land titles office, and probably a Section 94 fee from Council as Land mentions above.
 
Hi folks
When subdividing a corner property to build another house on the yard do I submit to council my plans and apply and get approval for torrens title at the beginning or do I get dual occupancy approval with subdivision and after completing work apply for a torrens title?
