Blocked sewer in strata title

The toilet is not flushing properly. Plumbing advice is that it is probably due to roots causing a blockage, and if so, this is probably on common property. I am advised that there is no way to determine this unless a plumber attends to assess the problem and fix it. Should the plumber be engaged by the owner or the OC?
 
Roots are are common problem. Got trees near the sewer line? - if so, I'd exterminate them.

Something could also have been thrown down the toilet that shouldn't have - maybe try a plunger as a starter.

Anyone else in the block have the same problem? Maybe strata will have to get a plumber in with the electric eel to clear the line and tell you if its tree roots. Might even have to get a camera down there to investigate.

We had tree roots problems for several years. Plumber would come out every 6 months to clear the roots. We eventually changed to PVC pipes and put a few trees down. So far so good.

It cost strata $4 or 5K to fix it up, so not cheap.
 
strata pays for the plumbing to be done. It does not have to be organised by strata.

In our office we commonly get our plumbers and trades people to attend to strata issues then send invoice to strata or body corporate.

some things cannot wait - invoices can be handled later, work needs to be done now.
