Body Corp/Strata: Duty of Expediency?

I have an issue where the above unit had a water leak and leaked through into my IP's bathroom ceiling. The Strata management was notified about a dozen times over three weeks before getting the leak fixed in the above unit. What started off as minor damage has grown beyond the scope of a handyman, requiring a plasterer to replace the entire ceilings plasterwork. They want me to pay the $500 excess on their insurance to make a claim. I feel they have been negligent and I remember reading something a while ago about a duty of expediency. Unit is QLD.

Any ideas?
 
It is a bc cost. Why would you be responsible for the excess if the damage eas caused by the upstairs bathroom? Worst case scenario is that all owners are required to pay from the sinking fund.
