Brisbane city council zoning

Trying to get a basic understanding of BCC zoning regs in regards to developing SUDs & MUDs in LMR/LR zoned areas. taking DCPs and ULDA out of the equation, shortlisting IP for 'potential' development would start with: zoning, then block size, then street frontage. Is this right?

So if i wanted to purchase a house that i could later develop into two SUDs it would need to be a block size no smaller than:

800m2 in Character Residential Area minimum frontage of 20m
600m2 in Low-medium Density Residential Area with minimum frontage of 17m
3000m2 in Low Residential Area

~or MUDs~

600m2 in Low-medium Density Residential Area and has a minimum frontage of 17m
3000m2 in Low Residential Area

Is this right? I am using PDonline interactive mapping to establish zoning boundaries and PDonline property inquiry Codes and Related Provisions brisbane city plan 2000 located here to ascertain block sizing requirements.

So my questions might be:
1. If any proposed dev on blocks meeting the above criteria were denied it would not be due to zoning or land size but rather any one of the other numerous requirements ie appearance, design etc etc
2. Is the PDonline maps accurate and up-to-date?
3. What stipulates a Character Residential Area as opposed to LMR area as the map does not distinguish?
4. am i on the right track?
