Buying my first IP but issue with New Zones

Hi there SS

I am interested and about to put an offer on a property in the Western suburbs of Melbourne, within the Brimbank Council.

Its about 1000m2 and has irregular triangle shape with frontage having the existing dwelling on the far right, with a whole lot of land on the other side. Currently in the GRZ zone and have called the council to ask for 2 more dwellings with the existing could be done.

Talking to the townplanner from the council said it can be but any time now the Minister will sign off on the new zones, which will turn this current block to a Neighbourhood Zone.

In this case changing my whole plans. Has anyone dealt with this issue? Or found a way around it where it can still go through? Any help will be great
