Buying with out a section 32

I am looking at regional hubs at the moment and unlike melbourne vendors don't always have a section 32 ready on presented properties.

Now i have found a place i like and am busy negotiating the price on it but it doesn't have a 32, what i don't want to is to get to a stage of agreance on price then wait 4 days while the agent tries to leverage my offer against his books.

Can we exchange with a subject to section 32 clause, is there some other way of getting a done deal on the spot. How have other people worked around this? should i insist on a 32 before negotiating in the future?

For non victorianites the 32 is disclosure document the vendor must provide, contains rates notice, convonants, easements, etc... the question applys if there is similar in other states.
