Cheap Rates? OR Cheap Prices?

I will start by apologizing to all the members if this topic has been discussed before.

An experienced investor friend has tried to convince me that the best time to buy is when you can lock in a low fixed interest rate for a long term(up to 10 years at 8%if possible). For a buy and hold IP even if you pay up to 30% more than it's current value, in the long term -10 years plus- it ends up costing you less than had you bought during a market crash at cheaper prices when the interest rates are high, say 14-17% of the 1980's and '90s.

Now I'm not saying the interest rates will ever go back to those figures(one never knows of course), but as I am considering buying multiple IP's in the next few months, I am wondering if anybody has any thoughts on this topic. Should we wait or take the plunge now? If you have seen stats or charts that graph such things I would be grateful if you could refer me to them.
