concept landscape plan in DA stage?

Hi we just had the DA submitted for another unit at the back of our existing house and the council is whitehorse.
Today they just replied that they needed a concept landscape plan which I thought wasnt needed till building permit stage??
The building designer got two quotes ~$500 mark which sounded a lot to us
Is this sort of money about right? Any advice folks? on our situation or just recommendation on landscape desginer

Nah, I paid $600 for a similar style of subdivision
In whitehorse, its required for townplanning.

Just sumitted to Tea Tree Gully Council in SA for planning approval.

- Shadow Diagrams (as two story)
- Fencing Plans
- Landscaping Plans
- Schedule of Colours
