connecting phone to IP

Hi

Could you please supply some advice.

In a vacant IP which has a phone but the service has been disconnected who pays the connection fee when new tenants move in.

That's correct.

It is the LL's responsibility to make sure a connection is available in the property, so if the connection does not exist, then you are up for it. But a simple reconnection - tenant's responsibility as MM said.
