Cost Base v's Claiming on tax return?

We recently purchased a property that needed a bit of work t get it in rent-able order, mainly a full re-paint, new carpets and a few holes in walls repaired.

As I understand it, this cannot be claimed on our tax return as it's "Initial Repairs" and instead forms part of the cost base.

I have a second invoice for rubbish removal, (the previous owners tenants left a LOT of rubbish at the house), mowing of lawns and general gardening and steam cleaning of the carpets that weren't replaced and full house clean. In addition, this invoice also includes some touch up painting and repairs.

My question is, can I claim for the cleaning, rubbish removal and gardening portion of this invoice on my tax return this year, or does that also count as initial repairs as such and must be added to the cost base instead?
