Cost of a building permit (Melbourne)?

Hi All,
I was hoping to pick the brains of some experienced developers in regards to some rough costing around a building permit.

I know each development is unique which is why I am asking for rough. My development is a double story covering 200m2 (including decks, porch and garage). The development will be on subdivided block with my PPOR at the front.

I am just having a hard time finding some rough figures to work off because I thought it was in the hundreds but some sites are saying the tens of thousands! That surely cannot be right?

Any help would be greatly appreciated as I am just trying to get some rough figures for the costs not included in the building contract.

Also if anyone could let me know the rough costs of a surveyor to complete the subdivision? My local council has advised there costs are $530 so I just wanted to get a ball park of what a surveyor might cost.
