Dishonest tradesman – no ABN, no work done – how to recover deposit

I wonder if there is a legal way to find an address knowing a vehicle number plate. is there a way to request this sort of info from the police?

I'm not aware of any services that offer number plate searching, and vicpol aren't the most helpful people!

I have used ASIC http://www.asic.gov.au/ and their search functions to track people down. I think it was a paid service although did find it useful and saved quite a bit of time stuffing around.
