drainage easement removal

i have purchased a property in inner melbourne
property has a 15 metre long drainage easment at the back (once a road) on it going back 150 years, council has no records of pipes underground. This 15m piece of land is surround by houses on 3 sides.
I suspect the easement was part of the old road to cover surface run-off. At present it doesnt serve that purpose. Is it a matter of proving to council no underground drainage or surface drainage occurs over the easement ?? if i prove this can the easement then be removed?
